Response of the Otoro Tribe to the Letter of the Tira Committee

With reference to the above subject, the Otoro Tribe wishes to respond to the letter from the Tira Committee dated 12 September 2025, regarding the following points: The Tira Committee described the Otoro Tribe’s rejection of Decision No. (1) issued by the Chairman of the Supreme Committee for the Demarcation of Tribal Boundaries as an act that is inappropriate and contrary to facts, aimed at confusion and misinformation. This, they claimed, reveals the hidden intention of the Otoro Tribe to oppose the boundary demarcation process since the Heban Native Administration Conference of 2022. However, we, the Otoro Tribe, affirm that what was stated by the Tira Committee is untrue. We have clear reasons for rejecting the Chairman’s decision, as it was made unilaterally without consultation or agreement between both parties. Furthermore, he falsified the signatures of committee members and used daily attendance sheets as if they were formal approval lists. Additionally, the Chairman of the Supreme Committee insisted on imposing the boundary between the two tribes by force, abusing his power and ignoring all reference points for boundary demarcation. He also forgot that a boundary can only be legitimate after both concerned parties freely and willingly agree to it without coercion or pressure. The Tira Committee praised the work of the Supreme Committee, describing it as professional, honorable, and completely impartial. We, the Otoro Tribe, categorically assert that this committee is neither honest nor neutral. It is biased toward the Tira Tribe and has achieved nothing except deepening the disputes and divisions between the two tribes. Its actions have increased the gap between us because its main concern is to fulfill all the demands of the Tira Tribe at the expense of the Otoro Tribe. Whenever the Atoro Tribe opposes these injustices, we are accused of rejecting boundary demarcation and are threatened with being taken to court on charges of undermining peace and stability. Despite these provocations, we have submitted multiple complaints highlighting the lack of integrity and neutrality of the Supreme Boundary Demarcation Committee. The Tira Committee claimed that the Otoro Tribe should be the most supportive of this committee because it allegedly granted us vast areas of land along the boundary line. This statement is astonishing. Where did the committee get the authority to “grant land” to anyone? What is this so-called “line”? The truth is, the committee entered Otoro villages and divided them arbitrarily, which led to widespread anger among local residents who have since filed complaints against the committee. The Tira Committee also asked whether we possess documents authorizing the Supreme Committee to act in the areas of Qoz Touji, Qoz Sori, and Khor Jamus. In this regard, the authorization was verbal, given in the presence of members of both committees, Tira and Otoro as well as Comrade Judge Khalifa Mohammed. We collectively agreed to allow the Supreme Committee to place boundary markers only in the areas of Qoz Touji, Qoz Sori, and Khor Jamus the areas that were under discussion. At no point did we ever authorize the committee to act in the areas of Amshagin, Karbowa, Nagar, or any other locations. Nevertheless, we later received reports from the village elders confirming that the committee exceeded its mandate and began demarcating beyond what had been agreed upon. The Tira Committee’s praise of the Supreme Committee for “excellent and impartial work” is therefore baseless. It was the Otoro Tribe not the Tira Tribe that was excluded from participation, as we were not represented in decision-making. We emphasize that we harbor no ill intent toward the Tira Tribe or any other tribe. We are advocates of peace and wish for peace for all people. The statements made by the Tira Committee about chaos and disorder are mere attempts to distort the truth and justify their own actions. Regarding the alleged threats made by members of the demarcation committees and the claims of violence against them, we repeat that this is why we have declared the Supreme Committee corrupt and illegitimate. The Tira Committee also claimed that all the geographic areas located south and east of the line fall under the jurisdiction of the Tira Tribe. We firmly reject this and call for the cancellation of the illegal “signposts” the committee has tried to establish there. We affirm that the Otoro Tribe does not recognize any so-called “new line.” The true boundary of the Otoro Tribe, known historically and traditionally, extends from the north to the following areas: Beginning in the north at Aru Laru, Katro, Lemari, Komo Upper, Komo Lower, Teljero West, Jal Oranda, Hajar Thalatha, Al-Mashai, Masri, Sheikh Rabah, and Kajla Mashli. As for the areas mentioned by the Tira Committee, where they claim to establish new signposts these areas lie in the heart of Otoro land. The tribe will never permit such actions within its territories and will enforce local laws and regulations to protect its lands. All areas including Khor Kalilko belong historically and culturally to the Otoro Tribe land and people alike. Therefore, the Tira Tribe has no right to impose any laws or measures there unless there is another hidden agenda behind their actions. The Tira Committee further claimed that there is a “lobby” or a small group within Otoro that seeks to create divisions, citing the fact that the Chief of All Otoro did not personally sign the letter rejecting the Supreme Committee’s decision. This claim is false and is a deliberate attempt to create internal conflict within the Otoro Tribe and to falsely suggest that one small clan dominates the others. We reject this in its entirety. The Tira Committee also accused the military unit present in Khor Jamus of being formed unlawfully and engaging in banditry and attacks on civilians along the Mendi–Kalkada road. In fact, this force belongs to Battalion 36. Therefore, any such accusations should have been submitted to the Commander of that battalion for investigation if there was credible evidence. The struggle continues, and victory is certain.
